Eutaw Neighbors formed because of the void created when Baltimore City street planning omitted and avoided meaningful engagement with residents on Eutaw and proceeded with imposing city-wide plans created for and by special interest advocates. Several Baltimore neighborhoods have had similar experiences and found the need to organize.
Importantly, and unlike other jurisdictions in Maryland, Baltimore City has been at the forefront of adopting newly developed roadway planning concepts loosely termed "Complete Streets". Althought being in this vanguard, Baltimore City has consistently ignored or avoided several communities where the desires of advocates have direct conflict with neighborhood needs. Consultants plans loosely formulated over 10 years ago , have either ignored the needs of residents or engaged only with newly formed groups that advocated for specific projects. Even though city guidance has goals to be inclusionary, the city's actions and planning records omit inclusionary perspectives and clear involvement of stakeholders—particularly those most impacted.
Unfortunately, recent actions (May '25) that seek construction funds for Eutaw Place, involving plans proposed by a consultant (2018) and formally posted less than a year ago, Baltimore City appears to be ignoring key federal and industry guidance that calls for stakeholder planning involvement to occur first. The one or two public meetings that had occurred were loosely informational, termed initially as a “done deal” or later as a “listening session”. This is why we have formed, to insist upon planning that reflects our neighbors needs and not solely, the special interests of advocates.
With the recent request for construction funds, the voice of residents and friends is urgently needed with this petition.
